ESMF build platform with software stack

The esmf-build-stack image includes a software stack that can be used to build and install ESMF into a container. This image is built on top of the esmf-build-base image.

The software stack is now built using the Spack packaging tool. A Spack environment is created and the SPACK_ENV_DEFAULT environment variable is set to access this Spack environment when logging into the image.
