hazyresearch/postgres repository overview

As DeepDive⁠ requires some extensions such as PL/Python for id assignment, we decided to extend the official postgres image⁠ a little bit using this Dockerfile⁠. The DockerBuild.conf⁠ sets POSTGRES_DOCKER_IMAGE to this image, so make test--in-container uses this one instead of the official postgres image.
