Build with latest Tor for ARM32v7 and ARM64v8, cloned from https://hub.docker.com/r/intrepidde/rpi-tor-relay⁠ and modified health to skip DIR_PORT to not have an unhealth container when not using that port.

BREAKING CHANGE: With new version 0.4.3.6 the runser is not root anymore (for security reasons of course). New runuser is "tor" uid 9001.
